Cook County Launches New Catalyst Grant Program

Cook County today announced a new Catalyst Grant program designed to spur significant growth for growing, established businesses in specific industries. Starting September 25 through October 31, applications will be accepted for grants of $100,000 each. The program will deliver up to 88 awards, with 75% directed to businesses located in CDFI-qualified areas (see map).
It is critical to review eligibility requirements and assemble the required documents BEFORE applying. Submissions will NOT be reviewed until after the close of the application window October 31.  Applications that satisfy all eligibility requirements will be considered for grant awards, with announcements scheduled for March 2026.
Eligibility Requirements
Applicants MUST:
  • Be a for-profit company operating in Cook County 
  • Submit final tax returns showing 2023 and 2024 revenues between $500,000 and $10 million 
  • Operate in one of the targeted industries covered by the listed NAICS codes:
    • Construction (NAICS codes beginning with 23)
    • Manufacturing (NAICS codes beginning with 31, 32, or 33)
    • Finance & Insurance (NAICS codes beginning with 5221 or 524)
    • IT/Technology (NAICS codes beginning with 51)
    • Professional Services (NAICS codes beginning with 54)
    • Real Estate (NAICS codes beginning with 53)
  • Demonstrate an increase in profit AND increase in employee count from 2023 to 2024 (tax returns required)
  • Propose a new investment in equipment, facilities, or people (hiring/training) that will drive further growth.
    • Grants cannot be applied to projects already in progress.
Application Process
Applications will be completed entirely online. The Cook County Catalyst Grant website provides access to the application, as well as helpful checklists and FAQs to help you prepare your submission.
The form must be submitted in one sitting with no option to save your work, so applicants should have all required documents ready before starting, including:
  1. Business owner’s valid photo identification (choose one)
    1. Driver’s license, REAL ID, state ID or Chicago CityKey
    2. Passport (U.S. or non-U.S.)
    3. Permanent resident card (green card)
    4. Consular ID
    5. Military ID
    6. Native American tribal photo ID
  2. 2023 federal tax return (including required schedules, forms and attachments)
  3. 2024 federal tax return (including required schedules, forms and attachments)
  4. IRS form 941 for Q4 2023
  5. IRS form 941 for Q4 2024
  6. State of Illinois proof of good standing (official certificate or screenshot from the Secretary of State’s website)
There is no advantage to applying early; all submissions will be reviewed after the October 31 deadline. If your business has an extension to file 2024 taxes, be sure to use your final tax return as filed by the October 15 IRS deadline.
